The Automotive Diagnostic and Publishing Blue-Voltage Stimulator, designed to test sensors without shorting the ECM, should be used with the engine off for a reference voltage. The Blue-Voltage Stimulator is completely protected against shorts. To use, connect the tool to the battery and short the 5V or 8V leads to ground. This tool can be used to test any position or speed sensor that works on 5V or 8V and about 200mA of power. This stimulator also offers a completely regulated power supply electronics and a speed-sensor output, which that can simulate any cam, crank, wheel-speed, etc., sensor with a 5V short-proof, square wave output, according to the company.
